在國際轉(zhuǎn)口貿(mào)易中，為了享受貿(mào)易優(yōu)惠政策，需要中轉(zhuǎn)地國家海關(guān)出具貨物在中轉(zhuǎn)地國家未經(jīng)再次加工的證明。海關(guān)總署在長三角地區(qū)（上海，蘇州，寧波，杭州，合肥等地）試點簽發(fā)優(yōu)惠貿(mào)易項下轉(zhuǎn)口貨物《未再加工證明》，只限于海關(guān)特殊監(jiān)管區(qū)域，包括綜合保稅區(qū)，保稅港區(qū)，物流園區(qū)，保稅區(qū)等。
只要滿足三個條件，進出境收發(fā)貨人就可以向試點地區(qū)海關(guān)申請《未再加工證明》。
（1）自境外進入?yún)^(qū)域（場所）起始終存放于該區(qū)域（場所）內(nèi)，接受海關(guān)監(jiān)管的非中國原產(chǎn)貨物；
（2）貨物未經(jīng)除裝卸、物流拆分或者為使其保持良好狀態(tài)所必需處理以外的其他處理；
（3）貨物在申報進境后1年內(nèi)申報出境。
申請資料也不復雜，只要提供貨物原產(chǎn)地證明復印件，進出境報關(guān)及物流單證。
